Consultant of Cities Liaison Analyst for Strengthening System-based Analysis of Environmental Carrying Capacity for KLHS RPJMD in Jakarta City
The Ministry of National Development Planning/National Development Planning Agency has received financing from the World Bank toward the cost of the Global Environment Facility (GEF) Grant, namely Sustainable Cities Impact Project (SCIP). The component 1 of the project focus on integrated spatial planning and city management, including strengthening the roles of Strategic Environmental Assessment (SEA/KLHS) into Regional Mid Term Development Plan (RPJMD). KLHS RPJMD based on the Sustainable Development Goals approach needs to be reviewed to ensure the accuracy and accuracy of the impact analysis/study influence so it can provide the right input for the local government to formulate policies, plans and programs in a sustainable and non-sustainable manner that cause a significant environmental impact.
The individual consulting services (“the Services”) include:
- Developing a work plan including a schedule or timeline for the implementation and involvement of stakeholders for the activities of 1) Strengthening the System-based Analysis of Environmental Carrying Capacity for KLHS RPJMD in Jakarta City and 2) Preparing Urban Development Scenario, Intervention Corridor, and Prioritization of Environmentally Friendly Project Investment.
- Identifying and mapping of stakeholders involved, both directly and indirectly affected, as well as data custodian (walidata).
- Identifying policies, programs, and targets related to the city planning aligned with the four integrated approaches to sustainable city development, including in Spatial Planning Document (Rencana Tata Ruang/RTR), Regional Medium- and Long- Term Development Plans (RPJMD/RPJPD), Regional Regulations (Peraturan Daerah/Perda), Regional Strategic Policies (Jakstrada), and others;
- Facilitating discussion agendas, Focus Group Discussions (FGD), and/or other similar meetings either initiated by the Central Government or the Jakarta City Government;
- Preparing invitations, Terms of Reference (TOR), and minutes of discussion activities, FGDs, and/or other similar meetings; and
- Serving as a liaison between the Directorate of Environmental Affairs of Bappenas and the Local Government Organization (OPD) in Jakarta City.
The activity will be executed by 1 (one) Individual Consultant for 12 months from the start date. The Consultant of Cities Liaison Analyst in Jakarta City will be stationed in Jakarta City. The Ministry of National Development Planning/National Development Planning Agency now invites eligible individual consultant (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The shortlisting criteria are as follows:
- Minimum bachelor’s degree (S1) in the field of environmental science/environmental engineering/planology or urban and regional planning/public policy/natural resources management;
- Have a minimum 3 years of working experience as natural resources, environment, or urban development analyst and/or supporting/liaison personnel with multilateral and/or bilateral donors funded projects/government agencies;
- Have the ability to analyse environmental issues, for instance natural resources, environmental carrying capacity, energy transition (just transition) and energy efficiency, circular economy, and biodiversity as evidenced by the scientific writing, e.g., articles/journals/papers/reports;
- Have the ability to establish a good communication network and demonstrate experience in implementing projects/activities involving the City Government;
- Have knowledge and/or experience in preparing KLHS/SESA and/or AMDAL/Environmental Impact Assessment (EIA) (preferable: have a certificate of training in KLHS/SESA and/or Amdal/EIA preparation);
- Mastering and skilled in operating computers, at least Microsoft Office (Word, Excel, PowerPoint);
- Fluent in English (oral and written); and
- Have high initiative and can work independently or work together in a team.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 and World Bank Procurement Regulations for IPF Borrowers” November 2020, setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Individual Consultant method set out in the Procurement Regulations.
